Avast does some odd things that throw up that error. I moved a program that consisted of a single executable (with no installation) from my downloads folder to my programs folder, as I thought that would be a reasonable place for it to live, being a program, with the intention of creating a desktop shortcut to its new location and I had the same message when I tried to open it. It took me a long time to cotton on to the fact that it was the resident protection in Avast that was blocking it - presumably because it was an executable brought in from a different location, thought I don't know how it knows that! Turn off the resident protection and it worked. Strange thing is that I`ve re-downloaded it and left it in the downloads folder, but also getting a "password protected file" error as well when I try to run it! Doh! ...
