routing and Remote Access Error 2147483720

Hypertone

Hello I have windows XP Home edition with SP2 installed. I'm current;y trying
to make a new incoming connection. After choosing "Accept incoming
connections" and clicking next, theres a long wait then I get this error

"Incoming Connections depend on the Routing and Remote Access service which
was unable to start. For more information, check the system event log."

I then looked at the system log and found this error that it produce.

I've been searching and searching but I still can't find a fix. Help would
