FTP Issue In Windows XP Pro

i was unable to FTP from a browser or ftp client on my PC.  was fine from
another pc on my network who is getting internet via ICS running on my PC. 
but not from my pc.  after poking around I came across some info on a service
called Application Layer Gateway Service.  I found that when I shut down this
service I was able to FTP.  wierder yet is that a restarting of the service
(stop-start) fixes the problem too.    I am tempted to just disable it and
then be done with it.

Anyone have any idea why I have to do this or can I just disable this
without any problem

Have you enabled FTP in the Windows Firewall exception list?

yes, i have ftp as an exception, port 21 and FTP server under advanced all as
exceptions but only restarting of this service seems to allow ftp traffic. 
After doing more research I found I cant disable the service or my ICS wont
work.  And setting it to manual ends up starting it when ICS loads. 

it isnt that big a deal to cycle the service when I need to FTP but the
bigger question is why and is there a way to not have to do this each time.

You should not need to (obviously, or else you would not be here :-) ) but
why is a mystery.  Cycling the ALG service also cycles firewall so that
would explain that, but still not why.  Are you using IE for FTP, or the
command line FTP client?

I have used IE, Opera, Firefox, WS-FTP and Cute FTP to do the ftp but it
seems to be blocking any ftp traffic
