2 ISP's (networks) on the same PC ?

(I'm sorry if this is considered cross-posting. I wasn't sure where exactly
to post this.)

#1.  Can I have 2 separate ISP's (networks) going into the same PC at the
same time?
#2.  If yes, how does the PC know which ISP/network to browse the Internet
with ?
#3.  Can I access files on the PC for either network ?
