Restrict web access on one pc on a peer to peer network

I have a peer to peer network with 2 pc's using Windows XP home edition with
broadband internet attached to the network.
My question is is there any way of restricting the use of the internet on
one of the pc's via a password or similar.

Setup the full (administrative) account, on the restricted computer, with a
password.  Then configure it with no default gateway.
