This isn't really an IE issue but definitely a client issue.  Today's water
cooler topic at the office was www.elfyourself.com.  Everyone around the
office is able to get to this URL but me.  I have even gone as far as to come
home on my home network and try but still no success.  I have no trouble
getting to any other sites except this one.  When I do ping tests, I am able
to receive responses from all other sites but no response from this one
(whether I use DNS name or IP).  So since it doesn't respond, clearly I can't
get in to the site with IE or Firefox.  There are no bogus entries in my
HOSTS or LMHOSTS.  I've released/renewed a number of times.  What gives?

Flush your browser cache and history [for the fun of it].

Maybe a sysadmin doesn't like you and blocked you from accessing that site.

Yep had tried that.  Even used a different browser just for good measure.  I
think though if I can't even ping the site than it is an issue definitely
outside of the browser.

Try installing another browser. It will definitely tell you if it's a browser
issue or the PC.
