I am unable to start a Telnet connection to a computer running Windows XP
Home Edition. Do you know what could cause this?

Telnet service usually not automatically started on most XP versions.
Usually you mainly telnet out from a XP based PC instead of telnet
into one.

A Telnet server must be added to the Windows XP computer.
