Win XP-Pro SP2 in brand new HP DX2450 PC.
Office 2007 SB installed.
AV and Firewall all up to date and functioning, no virus found.

I had this problem a week ago on one machine, IE6 would not work - yet
Firefox was fine.
Connections tab in IE6 just hangs when clicked un - same in [Control
Panel]  [Internet Options] [Connections]
Downloaded and installed IE7 - exactly the same!

Eventually I gave up and did a full factory default re-install - which
is a PITA because it is about 4 hours to set evertyhing back up gain
and transfer files & settings, email etc.

Now today another identical machine has started with exactly the same
symptoms.

Any clues?

It could be 3rd party software. For troubleshooting, start the computer with
clean boot for test.
