winXPproSP2 can't be found on network.

Functionality:
PC1 can access files in the shared folders of both PC2 and PC3
PC2 and PC3 can access files in the shared folders of each other
PC2 and PC3 can not find PC1 on the network.

I've been having this problem betwen PC1 and PC3 for sometime (even
before installing IE7beta3 onto PC1) and had given up on making the
network operate.  I figured it was due to something in the win98se system.

But PC2 is a newly built system and since it also can't connect to PC1 I
now believe the problem is related to PC1.

I have verified that NetBIOS over TCP/IP is enabled for PC1 and PC2.  The
option to enable it on PC3 (the win98se laptop) is checked but grayed out
and therefore not modifiable.

From the browstat results shown below on PC1 it seems that browsing
is not active.  Will activating browsing solve my problem?  If so, how
do I do this?

   wire connected to router
   Norton personal firewall 2005 previously installed but now uninstalled
   Windows Fireall disabled
   Currently running IE7 Beta 3 version 7.0.5450.4 (don't know if it matters)

PC2 = desktop Winxp Home version 2002 SP2
   wire connected to router
   Norton personal firewall 2006 installed and enabled.

PC3 = laptop Win98SE build 4.10.2222A
   wirelessly connected to router
   No firewall software installed.

If you're certain that NetBT is consistently Enabled on each of the Windows XP
computers (it's not optional on the Windows 98 computer), then you have a
misconfigured or overlooked personal firewall, or other security component.
There are several other possibilities too, and any might be the cause of your
problem. Read this article with an open mind.
