Problem with internet connection

Hi, I've been having trouble figuring out why my roommate and I can't
simultaneously be online. The answer to my problem might be something
incredibly obvious, but I don't know anything about this network stuff
and I've been working off only what I've found on the internet that I
thought might be the problem. I was wondering if there's anyone who
might be able to help me out.

Basically we recently signed up with SBC Yahoo for DSL. My roommate
first installed it and went online, and then I installed it and tried
connecting, but then I got a bunch of messages about how there's an ip
address conflict with another device on the system (there are only our
two laptops on the system). Or it would say that there's limited
connectivity. So I went online and tried to look up what might be the
problem, and I concluded that it might be that we were set up to obtain
an ip address automatically and as a result being handed out the same
address, or something. So I tried setting up static ip addresses
according to http://www.portforward.com/networking/static-xp.htm, but
that didn't work either. I've also done the whole restarting the
router, restarting the computer thing. How can I go about fixing this
thing?

Thanks.

How do you connect to the DSL? Do you have a hub or switch? Posting the result of ipconfig may help.

If I read the ipconfig results correctly, one computers using private IP and another public IP. In this case you may want to add a router between the computers and DSL modem or using ICS.

How to setup Windows ICS In addition, the ICS host provides DHCP to ICS clients. ... To setup a win9x (in our case) as ICS client to access the internet, you need to do two things. ...
