I have a neat little wired through hub - two laptop (XP Pro) network between
two offices.  I now wish to give my second laptop access to the broadband
(talktalk) which is running successfully on the first laptop.  What do I do
to make this possible?

Assuming they are in the same subnet, you can setup Internet Connection Sharing. This how to may help,
