Remote shutdown using 'shutdown'

I am trying to shut down a remote computer which shares my UPS.  I am using
shutdown -s -m \\MicrosoftNetworkComputerName and I get an "access denied"
error.  I feel I should be running some kind of server on the remote PC but I
can't find out what.  I have explored all manner of ways of enabling remote
access.  I can access shared folders on that machine.

Any help would be most welcome.

Andy,

Are you logged on with an account that has administrative authority over the
remote computer, or are you using a RunAs command with administrative authority?
If not, shutdown won't work.

What operating system - name and edition - is on each computer?
