Trying to connect 2 VPN users: No more connections can be made

I have Win XP Pro and I have set up an incoming connection so I can get 2
users connect to my PC through VPN.

The first user can connect without any problem but the second one get this
error:
No more connections can be made to this remote computer

I know XP Pro is limited to 10 connections (a connection not necessarily a
user), but I am wandering why I can't get 2 users connected.  Is there a way
to list all that is using a connection?  I have check net config server and
the number of max logged on users is set to 10.  Now if I knew what was
eating up the connections, maybe I could remove a few.

XP incoming VPN is peer to peer VPN. It is limited just one connection.
