I have a DHCP network that only allows a Windows Server 2003 machine get an
address but will not allow any Windows XP boxes get an address. Anyone have
any ideas?

Where is the DHCP? IN a router? I would check the XP NIC driver first.

The workstations can connect with a static just fine...DHCP Client is running
on the XP boxes too (when I'm trying to use DHCP). It seems like the server
has something extra loaded or installed. The DHCP is in a firewall box behind
a Time Warner Cable Router.
