in IE 6, Tools, Internet Options, when I change the home page to blank, it
changes back to www.dell.com after I save it.  I think Norton Internet
Security is preventing me from changing it, but I am not sure.

I would like to set to to Blank and leave it that way.

Any ideas?

Presuming you've looked in Norton, and you can't find anything therein:

Are you running any third party network connection software? Such as IBM
Connections, whatnot? A lot of those have 'profile' settings set, and you
need to change the start page in there.

just download google toolbar settings and it will prevent websites from
changing you default settings and will also inform you...
