Problem setting up XP Pro as a router

I have a Windows XP Pro box (machine name SOFTD) with 3 NICs in it and
I am trying to set it up to route traffic between two of the NICs.

I changed the registry parameter "IPEnableRouter" to "1" on SOFTD as
directed in a couple of other postings but that hasn't helped.

On PCs (XP and Win98) on the corporate network (10.3.x.x) I added
static routes to 192.167.1.0 via 10.3.6.42.  I am able to ping the
interface on SOFTD (192.167.1.1) but not a machine on the development
network (192.167.1.3).  (From SOFTD I am able to ping 192.167.1.3.)

Here is the result of the "ipconfig /all" command on the "route
server"...

A lot would depend on the routing/gateway settings on the client machines.

is there a static route for the subnet served by the router, or only for the
one computer, 192.167.1.0 ?

On the client machines I have the following in the routing table

     192.167.1.0    255.255.255.0      10.3.6.42     10.3.6.x
