Network takes about 20 minutes to start - XP SP2

I've seen this before on another machine with different hardware and a
different NIC, but was never able to figure it out - now I've got a laptop
doing the same thing - machine boots up, non-network aware apps seem to be
fine except there is no network connectivity and trying to access the
network adapter properties just hangs.  Seems like about 20 minutes go by
before the network function comes alive, and then everything is fine.

Doing an XP reinstall (repair, not clean format) over the existing system
doesn't solve the problem.

Any ideas on what to look for?
