I am trying to use the telnet command line utility to test connectivity to a
mail server.  When I attempt to connect using, "telnet x.x.x.x 25" I
immediatly get an message saying, "could not open connection to the host, on
port 25:Connect Failed"

It seems that its not evening attempting to connect because the error
appears immediatley.  I know the mail server is operational (I've tried
several) and I know they will accept connections from any system.  they are
internal web servers so there is not network firewall or filtering going. 
The same command from a non XP machine works fine.  The Windows firewall is
not running.

Any ideas?  Thanks in advance.

Since the Windows firewall doesn't block outbound traffic anyway, it
wouldn't be the issue. Do you have another firewall app on your computer? A
lot of 'security suites' and antivirus apps have them.
