whereas the laptop i am trying to network with has limited connectivity also
i can see and access the shared files on the tower from the laptop, however i
don't see the shared files that are on the laptop from the tower. does anyone
have any idea how to resolve this?

If you're getting a "limited or no connectivity" message but still able to see
one computer from the other (but not necessarily both ways), you probably have a
network with no DHCP server, and you're getting APIPA addresses.  This is normal
and acceptable.

Asymmetric visibility / access is possibly caused by a firewall problem, or a
browser conflict.  Work on the firewall problem, then examine the browser
situation.

Paranoia is not a problem - it's a normal response from experience.
