I've got 3 of the four computers connecting, but the fourth is not, it can't
ping the others, it's pulling a 70. something IP, where as the others are
pulling a 24. something IP address.  I know this is why it can't access the
workgroup, but I can't figure out how to fix it.  They're all running off of
one cable modem through the same hub....any ideas?

You need to replace the hub with a router. Your computers are all getting
an IP address from your isp. These assigned IP Addresses are not in the
same subnet.
