Where can I optimize network cards in windows xp? Running tests, so
regardless of effect, any seetins I can change to speed up the network card.

A great place for answers to these sorts of questions is
http://www.dslreports.com

They have all sorts of articles about speed tweaking, etc. However, the
very best way to get speed is with a really fast connection.

I have a fast connection, but I am having some random login issues, and some
policy issues. I suspect the Window defualt install has not optimized the
network card as fast as it can go. I am trying to elimanate things so I can
find the real issue here.

Policys are getting half applied, not applied, etc. Very random.

Windows does not optimized or change the Network Card.
You can optimize the Network's TCP/IP Stack to the type of connection that
you have.
