Do both computers in my workgroup have to be ON for my connection to go
through ? Also if I am on a wireless , do I have to be in range of my router
at the house ?

You have to be in range of a working access point and be connected to it to
get on the network it's attached to, yes.

It might help if you could post more information about your configuration
and what it is you're trying to do.
