Has anyone ever come across a program or utility that would enable an
admin to add computers to a workgroup, then set up user names,
passwords, create drive mapping and an email profile for each user on
the network?

No, I haven't. This is one of the reasons I prefer domains - so I can do all
this sort of thing centrally. If you have more than a small handful of
computers, a workgroup is a huge PITA to administer.
