How to configure Internet for user?

My operating system is windows xp , i have dsl connection. 2 users r using my
system. i want to disable internet for one user. Other user should use
internet. Both users r using same system. How to disable internet for one
user?

One way is to use parental control software on the PC. Your ISP may provide
free parental control software or you could look at programs like Netnanny,
etc. Here are some reviews that may be of interest...

Generally you can set these programs up on a per user basis and restrict
internet access, when a user can log on to your PC, etc...
