How to list all TCP/UDP/ICMP accesses of a program ?

I would like to list all outgoing internet accesses of a certain program (say D:\test\dummy.exe)
and its dependent DLLs.

Does someone know a tool (no pure firewall please) which monitors all successful
and even unsuccessful tries of outgoing traffic for such a program ?

Filter to the target program is a must (otherwise hundreds of uninteresting
internet connections are logged as well).

You can look up a piece called Port Explorer.
