Is there any way to have the new remote desktop connection not attempt to log
on as local user without saving the password?

There are group policies that you can configure so passwords are not saved
on the client and your always prompted for a password. Is that what you
mean? See Table 8-4 in the XP Resources Kit online at...

No. The lastest update to the remote desktop connection prompts you for a
username\password as soon as you click the connect button. However, the
default name shows up as "localcomputername"\userid. For domain users, this
has become a bit of a headache for them to have to constantly have to delete
and enter the proper name. In the previous version, you would connect to the
remote pc and then it would prompt you for your name\password. Also, in the
new client, it does not allow you to save a connection setting with a
name\password.
