cant access any machine on netbios name

OS: XP(SP2)
Name Resolution method: Windows Default(NetBios) i.e no DNS/WINS
hostname: testpc
Everything is default

from testpsc(OS: XP SP2)I can access any machine on the IP, but cant access
on machine name, say a machine's hostname is "acct_st100" and its IP is
"10.0.0.100"
from testpc:
>ping 10.0.0.100
Pinging 10.0.0.1 with 32 bytes of data:

Reply from 10.0.0.1: bytes=32 time<1ms TTL=128
..
..
but failed when
>ping acct_st100
Ping request could not find host acct_st100. Please check the name and try
again.

or start > run \\10.0.0.100 ... Success,
but failed when
start > run \\acct_st100

other than this pc i,e "testpc" every other machine can access each other on
name(netbios) and IP.

You've got a name resolution issue.  Run "ipconfig /all" and look at Node Type.

If that's not it, then you have either a personal firewall, or LSP / Winsock,
problem.
