Cobra
Computer A (main computer) to Computer B (wireless connection). If I log in
on computer B as an administrator I can see the shared folders in My NetWork
Places; however, when I log in as a user I am unable to see the shared
folders. What do I need to set the user as to view My Network Places for
shared folders? Thank you in advance for any help on this question.

When you login as a user, are you even connecting to the network?  Start there,
and work upwards.

I would look at "browstat status" and "ipconfig /all", from each computer, and
from Computer B when logged in as an administrator and again as a user, so we
can diagnose the problem.  Read this article, and linked articles, and follow
instructions precisely (download browstat!):

Dear Cobra

1.On Computer B, when you open "My network place" there is an option in
the left "View work group Computers" click on that and go into Computer
A for checking the shared folders.
2. Disable firwall if it is enabled.
right click on Local are connection and go to Advanced then settings
and turn off the firewall.
or there is a checkbox, uncheck that and click ok.
3. before accessing the shared folders ping the target computer.
