Check in Device Manager, under Ports for any Com 1 / Com 2 entrys. If none are listed, then you should re-configure the soft modem to use Com 1. I have encountered some Windows set ups where the missing Com 1 / 2 entries did cause the Com 3 from working correctly. thanks. device mgr shows-- ports ( COM & LPT)-- ECP Printer

When you add a standard PCI based modem, this tends to be set to COM. If Device Manager lists out 256 COM ports, you should start cleaning up these. Remove all of then and the reboot XP.
