Hi
If the printer is connected directly to a computer, the computer must be On.
However there are ways to convert a Printer to become a Network Printer and
than you can plug it directly to your Router, or Switch.
These type of gizmos are usually used for this purpose.

1. You need to purchase a print server device. (Preferably of the same brand as
your Router or Hub, but not necessary).
2. Follow instructions for the server pertaining to installation of drivers and
network set-up.
3. Connect the USB connection from the printer, to the server.
4. Connect an ethernet cable from the server into your router or hub.

Make sure you select the right type, if you have a printer that requires USB
2.0, make sure you get a server
