Network Connection. Repair did not work.

I am using  Windows XP. I am using cable modem.

My cable modem stopped working on XP. Here is what I did.

I tried to repair my network connection. So I click on "repair this
connection" and got the following message:

"Windows could not finish repairing the problem because the following
action cannot be completed:

Maybe your cable service is down?

Have you tried restarting your firewall?

External cable modem should have a method of powering off and then
on.  Some how an interruption from the cable service is not
"assigning" out an IP address to your cable modem.  Therefore, the XP
repair fails.
