100% CPU usage at startupOne of my laptops (XP SP3) runs slowly and shows absolutely flat 100% CPU
usage in TaskMan if it's started with networking enabled. It makes no difference if it's connected to the router wirelessly or via Ethernet. Disconnect the network, and the usage drops to a few percent in seconds. Reconnect; it remains OK, there's full network functionality, and performance is normal. My other laptop, running Vista SP1, shows no such problem which I therefore assume is local to the XP machine. I can't see a substantial difference to the processes that are running in either state, but there's a lot of them and the list jumps around a fair bit, so I can't be certain. Look at the Start-Up and see if there is applications that you do not really need at the Start-Up, and take them out. Also make sure that you do not have mapped drives that are not existing any more (if you do Unmap them).
