Diagnostic Policy Service - Access Denied

I am running Vista on a Dell and have connectivity to my wireless network,
however, I am unable to connect to the network.  When I try to run the
diagnostic serivce it suggests, I get the following message:

Windows could not start the Diagnostic Policy Service service on Local
Computer.  Error 5: Access is denied.

I am logged in as admin. 

Any thoughts!!??
