Dabbler
I have two clients running Windows XP, one home edition, the other Pro and
neither can access any sites requiring secure logon (like Yahoo mail). They
get page not found 404 error.

I have tried the steps in KB article 870700 to no avail. Has anyone else
experienced this and is there a fix or workaround?

Re-register system DLLs by running these commands:

   regsvr32  softpub.dll
   regsvr32  wintrust.dll
   regsvr32  initpki.dll
   regsvr32  dssenh.dll
   regsvr32  rsaenh.dll
   regsvr32  gpkcsp.dll
   regsvr32  sccbase.dll
   regsvr32  slbcsp.dll
   regsvr32  mssip32.dll
   regsvr32  cryptdlg.dll

If that doesn't fix the problem, see if the computers can access
secure sites after booting in "Safe mode with networking".  If that
works, but booting in normal mode doesn't, the problem is caused by a
startup program.  In my experience, the most likely culprit is McAfee
Personal Firewall.

Thanks for that information.  I've seen this problem many times on my
clients' computers.  Does anyone know what causes DLLs to become
un-registered?
