Limited or No Connectivity in win XP Pro. SP 2 with ADSL internet

I have a Windows XP Pro service pack 2 came preinsatlled in my IBM T43
notebook.
I recently bought a new ADSL internet connection connected throgh my LAN card.
my new connection is not working on this particular machine. It takes IP
address  169.xxx.xxx.xxxwhoch should be 220.xxx.xxx.xxx as per the service
provider.
It does not take default gateway.
Then I
Checked netowrk card (Laptop) its working on other networks. Checked
internet connection on other PCs and laptops it working fine. The conclusion
of technical person from service provider is the SERVICE PACK 2.
I switched of firewall, turned of norton antivirus.
I tried searching on internet and knowledge base. i got article
http://support.microsoft.com/?kbid=892896 and other links thorugh the same
and tried doing mentioned things like releasing IP, renewing IP also
installed a patch mentioned on a forum Microsoft patch (KB884020) and used
winsockxpfix.exe but no result till now.
