How can I make a desktop web link always open a NEW window in MSIE instead of
using the pre existing window?  Is there a way to edit the desktop icon to
tell it to alway open a new window?

In Internet Explorer, go to Tools -> Internet Options -> Advanced -> Browsing.

Uncheck "Reuse windows for launching shortcuts" and apply the change.
