I have one normal user on an XP Pro (not a domain) system that can access the
wireless networking, can make changes as if they had admin perrmissions. 
Have verified not in administrative group.  Any suggestions would be greatly
appreciated.

A few thoughts come to mind here but the simplest idea would be to rename
the username, password it to something else and create the original username
all over again as a limited user. Then see if it happens again.
